Position Paper published on SGEIs and multi-service local shops in inner areas

The Position Paper SGEIs and the valorisation of multi-service activities in Emilia-Romagna, produced by Clust-ER Economia Urbana, is now available online.

The paper explores the role of Services of General Economic Interest (SGEIs) as a strategic policy tool to address commercial desertification and support the vitality of inner, rural and mountainous areas, drawing on a successful model already implemented in the Autonomous Province of Trento.

It outlines the European regulatory framework, analyses the Trentino case study – recognised as a good practice by the European Commission – and discusses the potential application of this model in Emilia-Romagna, including an operational pathway and the technical role of the Clust-ER.

The document is addressed to policy makers, local authorities and territorial innovation stakeholders, contributing to the ongoing debate on new instruments to support proximity services in fragile territories.
